Can Russia disable US military’s computer network for a few minutes and launch a nuclear attack?

April 22nd, 2010
Nick K asked:

Modern nuclear war will last only 2-3 minutes. Previously people thought that mutual distruction is inevitable in case of war but now a new factor has emerged: Russian nuclear subs can launch rockets from such a close proximity that it would take only 3 minutes for the rockets to reach the vital centers of US. If the US responds within that time, we win, but if Russians disable our computer networks for just 3 minutes, they win. Is this a realistic scenario?
