yes, if you have wireless with security they just have to know the password, and no you can’t unless you use a cell phone or something

when youre talking about network
if its a domain based network : and if youre the administrator yes you can simply right click on my computer properties and name of the computer and add the computer to the domain (you have to have the domain admin pass)
if youre residing on a workgroup you should be already a memeber a only connecting the clients to a hub switch or router wil work out for you
and for your last question yes there are softwares which you could chat while you dont have internet connection !
the simple way is to use the net send command in cmd box if youre not familiar with it type net send /? in cmd and it would give you instructions

a user can chat with another user on the domain or network using simple softwares the easiest way is net send !!

(1) Yes… If it is a LAN (Local Area Network)
A WAN (Wide Area Network) you need an internet connection.
(2) No You need a internet connection it comes under (WAN)

Yes, and Yes.
Other than the netsend method to chat with others on the network, you can use Netmeeting. On both computers do Start/Run: conf
Run through the setup and when you get to the main netmeeting screen/GUI, type in the IP of the other computer and click the call button, and the other computer will start ringing. Accept, and use the chat button, and you can talk that way. Theres also many other things you can do in netmeeting. Have fun.
